The Northern Dimension's Meeting of Ministers for Foreign Affairs approved the joint Nordic working group's (Policy gruppen) proposal, which was based on the fact that creative industries have become increasingly important to the world economy in recent years. Statistics on trends in creative industries, compiled by both the UN-UNCTAD and EU in 2008, support this. Culture has a growing influence on both employment and economic trends.

Northern Dimension cultural partnerships seek to bolster competitiveness throughout the entire zone with the aid of co-operation projects. Only quality can succeed in today's highly competitive global markets. The strong cultural traditions of the Northern Dimension zone coupled with an extensive, top-class artistic community and strong national cultures are paving the way for productive cultural partnerships.

Project co-operation in cultural industries will also increase the volume of high-quality cultural activities on offer in the Nordic region, thereby creating opportunities for public involvement. Statistics show that there is great demand for cultural activities in the Nordic countries and household spending on culture is substantial. In Sweden, the public sector spent EUR 2.2 billion and households EUR 4.6 billion on cultural activities in 2007. Investments in Finland were about EUR 1 billion for the public sector and EUR 5.4 billion for households.

According to an analysis conducted by Statistics Finland, the trade balance in Finnish culture is strongly negative: Finns buy far more foreign cultural goods and services than they do Finnish ones. The Northern Dimension's greatest challenge is to find and provide the kind of cultural offerings that will create 'domestic demand' throughout the Nordic region.

Cultural partnerships seek to bolster global competitiveness throughout the Nordic region with the aid of major cultural co-operation projects that involve substantial financial investment. A financing base will be sought from both the public and private sector, and international financial institutions. The goal is both artistic and financial success for the creative industries within the Northern Dimension zone.
